Synopsis :
Sub-crustal torpedoes can cheaply terraform the Lunar crust . Existing structures might be found .

The main problem with sub-crustal torpedoes is to get the initial speed . This can be done in an airless environment like Luna . The continual propulsion system (if needed) can cut in after the initial impact from orbit , generating the plasma envelope
Luna's shallow crust can be riddled with shallow-surface tunnels done by kinetic sub-crustal torpedoes .
If there is water at the poles , or deeper , the vapor will flood the tunnels .
A steered comet or two will help .
This might have already happened during past meteor and cometary bombardments .
Swiss cheese , anyone ?
